Kulner is a branch of the Province of Vinicel. They lie in the Guardian Mountains, separating the Imperial Lowlands from the Firelands. They are a small desert town who take none too kindly to outsiders, but in their desperate times, they will gladly accept them with open arms if they mean well. The City itself, though, is under dark times. Oblivath; legions of demonic undead, as well as Balverine constantly pose a threat to the great city. It's citizens feel imprisoned within their own homes, and as the leaders attempt to soothe the growing masses, the outbreak of a recent sickness warrants ill omen for the troubled citizens.
